OK, clearly there are too many "valid" reasonings for anyone to get my (admittedly overly subtle) answer, so I'll just let you have it: Ashe is the only one who has NOT had a skin put in the Legacy Vault (unlike Red Riding Annie/Annie in Wonderland, Scuba Gragas, Shamrock Malphite, Hextech Sion and Butcher Urgot).

Someone else have a go.
