I'm pretty sure BotRK was designed in such a way that it allows for a life steal option when you aren't scaling your damage with crit, from the Rioter posts I've seen on BotRK it was made with on-hit builds in mind. So basically all the champions that don't utalize critical strikes. Which is plenty of Bruisers as well as anyone who wants to go the on-hit rotue (Teemo, Kayle, Elise, Jax, Lulu, Irelia). The way BotRK works makes it more or less unreliant on AD scalers to grant you notable sustain, it just gives largely the same amount regardless of how many AD scalers you have so it reaches a point were it doesn't scale as well as other items fairly quickly.
Also, Infinity Edge is only core on AD carries that build critical strikes, and only the ranged ones. On melee ADCs or auto-attack based bruisers (Fiora, Yi, Tryndamere, Jax, Xin, Irelia, Nocturne, Olaf, etc.) you're better off going piecemeal crit more often than not by slowly building crit up with other useful stats (picking up things along the lines of Trinity Force, Youmuu's Ghostblade, and Atma's Impaler) rather than going full-glass cannon mode.
So no, BotRK isn't useless because it doesn't scale with crit. It just fills a different niche than what you desire using it for.
