Interestingly enough, if Riot DID decide to nerf Singed's damage to the ground but kept his Tenacity, he would make a sick support. Glue pools and Fling OP.

Tenacity stacking essentially counters counterplay. As singed is quite tanky and can do notable amounts of damage I don't believe that this creates a healthy gameplay loop.
