Difference/relation between Noxus and Zaun?

I have read almost every single Character Bio and most of the JoJ on the days they come out but to this day i am still not clear as to what exactly is Zaun and how is it related to Noxus.

Is it a part of Noxus? a colony? a separate City-state all together?

All the Zaunites are listed as also being form Noxus yet Zaun is listed as a separate city state.

Will someone care to explain. TY.

Noxus and Zaun have such a good friendship, unlike other city-states. They're the representatives of true peaceful relations. ^_^

Zaun is allied to Noxus, and they have a very good relationship. However, there are some individual LoL champions that don't subscribe wholly to the alliance (like a Plague Rat we know), so don't think that loyalties are interchangeable.
