I assume that they are going to do the same thing as they did with the beta test skins. They unlock the champion for free and give us the skin at the same time. Which is why they stated a registered date (which was also done with the beta test skins).

Obviously, Riot has not perfected specific account giving yet (especially through different websites and specific dates) as you can see with the Facebook Tristana Skin.

This is the one time where a lack of development is beneficial to the players. So don't go buying Corki beforehand with RP/IP and then email/make a thread complaint to Riot that you were preparing for the skin. Save them some customer support time and just wait a bit if LoL wins that second award. Or one day, Riot could confirm what they are going to do about unlocking champions and free skins. Just wait for one of those please.
