Okay, quick number crunch for Ryze-
old Q - 6 cd
old W - 14 cd
old E - 9 CD
old R - 50 CD
Let's assume we get 15% cdr from somewhere and somebody has a soul shroud, so we're capped (q had 10% cdr).
effective old q - 3.6 cd
effective old w - 8.4 cd
effective old e - 5.4 cd
effective old r - 30 cd
Which meant that he could q, e (lowers his q by a sec), w (lowers both q and e by a sec), q (lowers both w and e), ult (lowers all), e, q, w and then he'd have some cooldown to wait.
Or if you needed more AoE burst and wanted to ult first, you could r, q, e, w, q and then an e, q would come up shortly after.
New stats-
Q - 3.5 cd
W - 14 cd
E - 14 cd
R - 50 cd
Same logic applies to cooldown, so-
effective Q - 2.1 cd!
effective W - 8.4 cd
effective E - 8.4 cd
effective R - 30 cd
Which means you can- q, w, q, e, q, r, q, w, q, e, q, wait two seconds, q, w, q, e, q, wait two seconds, q, w, q, e, q, R AGAIN, q, w, q, e, q
And except for those two spots where you're going to wait a whole two seconds, you're firing off a spell every second, if even that slow.
That's pretty impressive cooldown staying power. I am looking forward to trying him out, and I am boggled that people consider this a nerf. Of course the damage got halved- you can cast it twice as often. And casting it twice as often makes EVERYTHING ELSE he does absolutely amazing.
