I think Wriggles is actually WAY op and one of the very best items in the game, period. Also, we're talking about 75g increase... the item is more overpowered than 75g too cheap. Don't understand the outcry.

If you make it cost more, junglers, who generally have a very strict spending limit early game will not be able to buy it.

If you make the lifesteal function lesser, junglers will need to spend more gold on pots/going back

those are the only things you WOULD change on it, and those are the only things that junglers need wriggles lantern for once they have it, armor is secondary and the base damage comes in last place.

So when you nerf the part that's good, you'll be hitting all junglers 3-4x harder than laners, who don't really need it since they can rush regen items instead.

I really do hope you go with the suggestion of it only working on neutrals, and not minions. Because if you're not careful, you're going to rape many champions' jungling capabilities, specifically those who do not get MBR(which is actually a LOT of them). Slight cost increase is also pretty reasonable.
