The math doesn't lie, flat penetration is much better than % penetration for a couple reasons.

% penetration only beats flat penetration beyond 100 armor or magic resist respectively, most champion grabbing that much should be considered secondary or tertiary targets as they are the tanks, and bruisers, not the squishies you should aim for.

% penetration without flat penetration can never reach 0, as 0 is not a percentage of any number, to reach 0 and beyond you need flat penetration, once you go beyond 0 your damage is multiplied by a percentage of it's damage, the formula is The defense, divided by 100 more of it self.... IE.... 100 armor = 50% damage reduction, so therefore - 10 armor would be an increase of damage by 9%.

On most magic damage dealing champions, 59 Mpen + 15% mpen is equal to about 500 ap, so assuming you grab sorc, haunting, % 15% spell pen, and magc pen runes you will not need any AP unless you want more than 500 ap in damage.

edit@: obviously the best thing for them to do would be to use haunting guise in a recipe finally and make it spell vamp + flat penetration and AP and HP, seriously would become an intense item.
