Heroic, Epic, and Legendary Champions?

At the bottom of the week's champion rotation page it shows how many heroic, epic, and legendary champs are in each weeks line up. I was wondering who are they?

Is it the RP prices of the champions in store: 260, 585, and 975 ?
Is there any more to it then just the prices?

If a champion is 450 its heroic, 1350 epic, and 3150 or 6300 is legendary

It's the cost of IP and are usually determined by Riot by difficulty level.

Not necessarily true.

They charge more for difficulty, but they also charge more for other factors like how much the champion cost to make (new coding required for abilities or animations etc) and how much fun (or unique) they are to play.
