It's a good solution, but it demonstrates the can-of-worms that permanent-exclusivity opens to begin with. It fosters horrible player attitudes, and it hedged Riot into a situation where "loyalty" and sticking-to-their-word required locking players out of still-present game content, while insufficiently satisfying the people they're trying to.

Although I'm glad the limited skins I've purchased are still limited, kind of disappointed that future holiday/event skins will no longer be limited. Guess I don't have to worry about a skin never being available or limited anymore which in turn means that I'm no longer interested in purchasing them.

Attitudes like this among customers make for really messy situations, but companies draw them in with things like "Limited Skins". I fail to see how it "screws you over" for other players to be able to acquire the same character-skin you did - unless you only wanted it because you thought they wouldn't be able to, which apparently applies to a good deal of people.
Mind you, I'm not saying this because 'zomg I want limited skins'. I can't think of any off-hand that I'd even be interested in. But there's plenty of people that have gotten "screwed out of" actual game content (as opposed to exclusivity-related ego) this way. A lot of these are long-time players who regret missing the chance to buy them; this isn't just a matter of veteran vs. new players. Riot took the chance for up-front revenue, by enticing "Limited Edition" purchases, in exchange for having to clean up the PR mess later. And to be honest they're doing an okay job at it.
Not gonna chastise -or- congratulate Riot here. It's more like "you made your bed, and now you're doing a professional, diplomatic job of lying in it".
