Sorry my friend but you seem not to completely understand the situation. SOPA is like berlin wall. Even if the content is not on US ground, SOPA still can ban that content for all US citizens. Basicaly - if SOPA pass, goverment and companies can control all data flowing IN and OUT of the US. So no, servers on embasies wont help as SOPA simply wont let data get out of the embassy to the US.

Meaning is it will affect all US citizens directly while it affect indirectly whole world. Just like Berling Wall.
