1. Depending on your role, a Lightbringer or Sweeper is necessary, yes. Though, as a defender, you have a choice if you want it, since the tower can be your Oracles.
2. Hence why I said "a little MR goes a long way". Now, if the enemy team is 5 AP (which I have had before), you can go "BUILD ALL THE MR!", then of course there is no reason not to build the MR since if your teammates aren't building a decent amount of MR at that point and aren't the one AD carry champ (if you have one, should never have more), then your teammates are just dumb.
