A slight change in mushroom activation time is ok if you are dropping them while dueling but won't fix lack of escape/natural squishiness problem.
Teemo by most people is described at best as 'annoying.' Even Rainman (most notable high end Teemo player) comments that constant nerfs have left him in a bad place.
I love Teemo, love the principles and design behind his playstyle but you have to work a lot harder with Teemo to achieve the same results as you do with just about any other champ in a role Teemo can fulfil.

Teemo is a very niche play style. He is a counter pick and also aside from the rare solo top Corki or Graves is one of the only ranged carrys that can go top. Why? He counters aggression and gives map awareness. A common misconception about Teemo is his lack of escape. Use movement speed quints hit move quick and you are super safe in the lane phase. Do you really have to work hard as Teemo? To an extent yes. But I feel in no way as an avid Teemo player that he is lacking in any department.
I should also address Rainman. Rainman played split push Teemo by using his movespeed and passive mechanics. This Teemo play style was nerfed with hits to his movespeed and passive. I honestly think Rainman just wants his old Teemo back and is to stubborn to settle for anything less.
Tl;Dr Teemo is a counter pick so he will not be viable in every situation. You do have to work harder at teemo SOMETIMES but I really don't see it being that big of an issue as he can shut down ranged dps for 2.5 seconds.
