Any champion with CC, DoTs or Heal Redux counters Vlad to the point of being laughable.

If you really want to make a Vlad angry pick Garen, or Rammus or someone else with a ridiculously long silence/cc effect. He'll be sitting there mashing his W to melt into the ground whilst everyone around him takes their time with the lube.

a good way to counter vlad early game is to keep away from him
he has pretty long cds on his skills early so when you see him use transfusion thats your chance to harrase him

another good time to harrase him is right after he uses sanguine pool
that has a 20+ sec cd at level 1 so he wont be using it for a while

itll keep the pressure on him and hopefully send him back to base or maybe even kill him

any type of heal reduction will induce suicide for vlad if he uses his abilities
therefore he's just killing himself!
