Hello, I'm Sauron. I tried to take over the world but then yordles blew up my tower. Now I am homeless and play Dominion all day, and I'm camping in a reserved parking space on lolmatches' lists eating other people's Elos to survive. I'm also bored out of my mind from these queue times so I made a tier list to bore the minds out of others as well.
The list is for high Elo meta because I refuse to smurf. Tournament play is also considered, but is not important, because who would care about a tournament tier list. List is subject to change at any point because I'm a jerk like that.
As usual, all tier lists are just opinions of their creators based on their experience and are certainly not absolute reasoning or even a valid argument in discussions. Top-down, left-to-right, you know the drill!

Cheesecake - These champions have no counters and overrun the entire roster. Permabanned in draft/tournaments and autobanned in most inhouses.
Tier 1 - Either break the game or completely shut out certain roles. Firstpick and ban materials.
Tier 2 - On the strong side but are safe picks to main (as far as banning goes in draft mode).
Tier 3 - Balanced and shouldn't be banned or randomly denied in draft/tournaments.
Tier 4 - A little on the weak side on numbers, or simply has too many counterpicks on this map/lane.
Tier 5 - Will require exceptional teamwork or skill to do well.
Tier 9 - Worst champion in the world and will auto-lose every game. Cereally.

Cheesecake - These champions have minimal counters in 1v1 and can deal with both friendly and hostile ganks. Among the first of targeted bans in tournaments.
Tier 1 - Allow complete control over all but a few matchups in 1v1. First-pick and ban materials.
Tier 2 - Picked for their strengths and general adherence to rock paper scissors.
Tier 3 - Balanced and has a fair share of good matchups versus bad ones.
Tier 4 - If nobody else is willing to bot, these ones can hold it in some fashion.
Tier 5 - Really not a 1v1 laner -- too many counterpicks and/or can't clear minions without removing zoning capabilities.
