Pretty sure Zilean's ult doesn't give assists

Was it ever supposed to? I was under the impression that assists were from actually helping to kill the enemy, not keep your team alive.

Keeping your team alive does net you assists. Heals definitely do, not sure about shields and such.

Heals give assists as well as Hastes...

So Zilean's Ult should give assists.

I believe it's only fair that even if the chronoshift doesn't get triggered (eg the ally doesn't die during the buff), Zilean SHOULD get an assist. That's because the buff might prevent enemies from attacking the ally, allowed the ally to attack fearlessly, etc.
