Sorry but this guy really didn't deserve a ban. The champion emotes being spammable to that extent is not HIS problem, its a problem with the game.

RIOT has the final say on many, if not most, tribunal matters.

So this is just false.

RIOT does ban people, and if they "didn't" then the system they implemented did.
Which is the EXACT same thing.

Honestly, if you're asked to stop, and you keep being a tard, then i'd report the dude for sure. Even if it was only spamming a character's emoticons. I mean, if he's been reported from 6 games, by many people, it means then that the dude's annoying as hell.
