If he gets a philo stone, sure. It's not an uncommon item on Olaf. The thing is, this is why you play someone like Cho'gath or Yorick. By the time his spells are off cooldown, Cho and yorick will have healed up through all of his harass. Eventually, they will just out-sustain him in lane.

His Q does. So the only way he's not triggering aggression is if he's casually walking up to you and slapping you with his E, which would be your fault.
Here's the thing, it's a tough lane no matter who you play. Good Olaf players are scary but the trick is to not feed him or go all in on him. As I said, he's one of the best duelists due to his abilities and his passive. But even then if you play the sustain game, it's honestly not that bad. Building a little health (an early doran's sheild actually goes a LONG way) and resistances help.
One last thing I wanted to add: I said it earlier but I guess I'll emphasize this again. His trade-off for having these great abilities is having no form of hard CC or a gap closer. He's easily kitable unless he uses ghost/ragnarok but even then, he still needs to land Q's to stay on top of you. Don't be a statue. He will punish you if you stand still and make yourself an easy target for undertow.
