So, we're paying for an item that gives absolutely nothing while on cooldown, and we lose 2% Attack speed in comparison to the individual items that build it?
Who would buy this thing? How is it even remotely viable on anyone?

Draven and other ad carries appreciate the ability to get 4 crits in a row without a chance. IT could potentially mean the intagib of someone if they are unable to get out of range.

Then you realize you could have done more damage if you just bought a Statikk Shiv. Especially since the shiv doesn't become trash after you use it.

It's not an ADC item; it's a melee assassin item--ie: I stack lots of AD and don't really need/care about the AS in the first place, so I get an insane amount of burst tacked on for little cost.

Currently it's heavily OP.

Used it as nocturne as I landed ult, landed in their entire team. No survivors. CD keeps refreshing on you as you kill, so it's awesome.

It's only situationally op. In any situation that isn't the ideal situation the item sucks.

Its meant to be a situational item, used only when you need to kill someone or just put down a lot of damage
