The rule that everyone sites is to prevent someone from going on the forums and saying, for example, "SummonerX is terrible; he lost mid hardcore!" THAT is ban-worthy. THAT is what they want to prevent.
Saying, instead, "SummonerX was particularly toxic in the pregame lobby... he needs to be reported" might not be EFFECTIVE, but it's not punishable.

Let's see. You submit a support ticket for it, it goes to a help desk who routes it to the appropriate section that takes care of it.
However, if you post it on forum, people see it, comment on it, and don't do anything because it isn't in their control to ban the summoner.
Most of the Riot staff on forum can't ban as far as I'm aware, but you posting it on forum anyway is just circumventing the system that Riot has in place for such things.
You are giving them work without a work order essentially, or you're having someone at Riot make a support ticket about it for you because you don't want to.
I worked on a help desk and know that if we let people email or call us directly that we would, at some point, be too busy to put our work into support tickets. This would have it look like we're not doing our job correctly/efficiently or that there isn't much work to do as the system keeps track of the work load, and they can fire someone to save on costs.
There are reasons that you don't see red responses on threads like this, and that is possibly one of them.
Also, the ban for calling out someone would be a forum ban, not an ign ban.
