Why the chinese can use these summoner icons but we can't?

Good question. Hey Riot if you sold those chinese icons for RP you would make a killing. Just sayin. >.<

Don't encourage them.

I love how all new characters cost 6,300LP. Every single one of them, for years now, so there's very little chance you'll be able to afford them as they come out.
