Two other champs stand out in my mind as being able to compete with that: Karthus and Syndra. But yes, Sona is capable of charging a tear extremely quickly. And all she needs is Tear/Chalice and she'll have infinite mana so she can just dance across the QWE keys constantly the rest of the game.

Jayce's R is zero cost and charges a tear, too. And the cooldown is lower than that of his Acceleration Gate. So he charges pretty quick, too.
