you would punish because soembody refused to buy wards
you should not be voting on the tribunral.
there is nothing in the tutorial about buying wards.
kill minions, kill towers, kill nexus

I guess it depends on what your playing co-op games wards are not really needed. However in ranked games its common sense to guard against the gank

And btw, the ADC (when he has the support) should not need to ward That is what te support is for.

not buying wards is not a punishable offence.
thats like punishing for build, which isnt punishable
