Looks too mature and it doesnt suit the body that good. Also a bit too angry for her voicing, it always suggested she had fun burning champs.

The old Annie had makeup too. It's there so her face is defined. It's due to the game engine limitations. Without the makeup, her face would be a washout and featureless - almost all champions have very defined eyes, even the male ones.
It's the same motivation behind why most old females have very exaggerated breasts - because at the time, a character didn't look female without them. These days -- while I won't deny females are still fan service - their breasts are usually proportional (even if it's an "ideal proportion", rather than a "realistic" or "non-demeaning").
