Hit 20 and still can't buy tier 3 quintessence?

Any reason why? lvl 20 6,700 IP currently so don't see why I can't when they say 20+

Unfortunately there is a bug currently preventing level 20's from buying tier 3. You will either have to wait for the patch or until you hit level 21.
