Think of it this way, Ashe and Anivia are both effective at ganking and killing other players. It is easier to pull of ganks and do damage with Ashe than Anivia. Why take Anivia over Ashe if you gank more reliably as Ashe? People like to think they are awesome when they play a "hard character," when in reality they just play a character that has less of a chance at succeeding because the execution is more difficult.
The same result can be achieved more easily, but people take the "hard champs" because they think it makes them better some how when they achieve the same thing with a harder difficulty.
Not all characters are like this. You are probably thinking of under powered champions where they have to play harder to make up for the balance difference (ashe VS corki or annie VS veigar).
Honestly, I would rather have a good anivia player than a good ashe. Theory can only go so far. Even if Ashe looks better on paper, Anivia is (imo) better practically.
