During the laning phase, you are not going to truly counter him, but your goal can be to out farm him with the likes of Yorick, Mundo or Garen. I find Akali to be fairly easy to play against, as you can literally Q her shroud and then smart cast your R as soon as she appears inside the shroud. The other 3 are not necessarily hard counters, but they have the sustain you will need.
Your goal in laning against Cho as I see is it is to try to come out numerous CS ahead at the end of laning phase and do not allow him to get an easy kill. Cho is one of the few champs that effectively can farm under his turret due to the damage of his Q and being able to wipe out whole waves with a Q and an autoattack with his R passive.
Your other option is to try to goad him into being a lane bully which he easily does and then get a gank from Mid or the jungler once he extends to your side of the river or beyond. Also, post lvl 6, be aware if he has flash, as Flash+R is a commonly used finishing move, so while you trade you may think you are doing well, but you cannot escape. (Also, remember that his Ult is a very low cooldown ability)
