Can't get skarner to say "Skar-Skar-Skarner!"

I've been trying for ten minutes, and I can't get Skarner to say it, I've seen him do it in this video (http://www.youtube.com/watch?v=yxq33-PRlX8 at 1:25) But I've never heard it.

I wanted to know if this is just me, or a bug.

you have to wait a few seconds in a brush
