What you're not presenting is why you'd even pick or ban Zilean first over choices like Soraka, Taric, Kayle (maybe still?) and other support options that outshine him a bit. Those characters are so game changing they adjust the entire meta game, and you HAVE to deal with them. Zilean has a solid suite of support skills that add considerable value to the team, but you don't counter-pick Zilean, or buy specific items to deal with him.
That's why he's tier 2, and that's the argument you're not addressing.

That's the dumbest thing I have ever heard. You are saying zilean CAN'T be good because he isn't picked every game. (or banned) Just because he isn't picked often doesn't mean he is automatically worse than champs that are picked often. Hence the term sleeper op.
