Level 20 yet T3 runes still not unlocked?

I thought that T3 runes were supposed to be unlocked at level 20; however upon reaching level 20 yesterday, T3 runes are still locked for me. Any reason why? Or do I have to wait until level 21?

you need to be level 24-39 to be in tier 3. you better stay there until your RR is around 70+
