Wow, thought this was taken care of already.

A few weeks ago, some people were complaining about the same thing. A Riot poster then came in and said that it was a practice game.

As a practice game, it had a -50% IP penalty, and then if you add in the lack of a matchmaking bonus, you'd actually get around 50-60 IP for a 20-25 minute Dominion game. Figuring you get around 100 for a 40-50 minute Summoner's Rift game, I'd say that the rates are really close to the same, if not better.
