Pick a Card uses mana twice, once for the cast, and once to stop the "slot machine" and every subsequent time. Is this intended because it now eats up ALOT of mana

noticed this too, in fact if your mana is low enough, you can activate the slot, but not actually be able to lock a card.

You also have to wait for the skill to recharge after activation before you can lock a card.
