Nah, Teemo is Twisted Fate with more survival and less cooldown reliant. He fits the same category that everyone would stick a TF in their group for (besides backdooring). Map dominance. Teemo's ambushing isn't as keen as TF's, but with stealth and mushrooms it's more sudden. There's no awareness of what's about to happen. Additionally, he can scout much more consistently than TF, who needs to wait for Destiny to not be on cooldown in order to get an idea of enemy locations. He can also pursue enemies and use hit-and-run tactics better than most champions, TF included, due to incredible speed, which even with Move Quick deactivated is still higher than your typical non-Yi, and the speed boost comes back off cooldown very quick. Most good Teemos enter combat without it activated anyway so it can be toggled at will. As for DPS, Teemo can churn out repeated 1000+ damage crits by the end game every half a second. A lot of ranged champions can probably match or exceed that, but it's by no means low, he's just more reliant on autoattacks and attack speed than skill spammers.
Teemo vs Twisted Fate
Teemo:
+ Speed, like no other
+ Attack Speed is HIGH
+ Stealth Ambushes
+ Scout Vision (mushrooms, speed)
+ TRAPMASTER - Easy ganks if you know where to plant em
+ Excellent Pusher - Minions be ****ed
- Doesn't have stun, only blind
- Snare relies on setting traps for the enemy, needs to get lizard buff
- Not the best DPS in the game, but still decently high
Twisted Fate:
+ Has Stun (or snare, but shares same cooldown)
+ Global map reveal
+ Stacked Deck > Poison
+ More useful in team fights
+ Backdoor capable, solos towers
- Slow and squishy when Destiny is on cooldown
- Destiny HAS a long cooldown
- Heavily reliant on red/gold card for survival
Overall, Twisted Fate is better suited for supporting his team while Teemo is better suited for running around solo or ganking from behind during team fights with mushrooms to block escape routes of the enemy. Have Twisted Fate try that and he's going to get sandwiched between the entire enemy team and a tower and die miserably. Whatever Move Quick's disadvantages are, it's still superior to being completely helpless against an approaching enemy.
