personally i would avoid the SUPER cheap characters. they're often intended for new players and are also often overplayed. i would suggest keeping with whatever character you have or play around with the temporaries until you find one you really really like for more than just ability.

ex: I've bought veigar cause i love his cute little avatar but am now saving for ezreal because i like his abilities and his /dance.

Again, be unique. don't choose over played characters.

Ashe, Sivir and Soraka are all top tier picks for 450 IP.

In the 1350 IP range, Janna, Annie, Fiddle (not recommended for pub games) and Trist are all great choices.

Also, if you play on TT, 1350 gets you Mundo...

for a new player. on very low ELO nunu is your pick. spammable nuke strong lane control along with a game breaking ulti. not to mention hes pretty tanky. nunu teaches you proper timing and knowing when to be aggressive. the bb buff is also amazing. you'll also quickly understand the concept and implications of AP. aspd and hp. nunu can be played on low and mid level ELO high elo is less likely but still viable.

ashe on the other hand teaches you the basic idea of being ranged. keep distance dish out as much as you can, slow on chase and firing your ulti when it seems right. however most low elo ashes misunderstand the idea of stacking up on damage and would rather stack up on aspd. simply because it looks strong. ashe can be played in all ELO levels

if your looking for a 1350 IP champ poppy would be a good investment. it'll teach you the basic principles of initiation and carry. you also learn the concept of grouping up and alignment and proper positioning.

At 450 - Ashe, Sivir, Soraka. All of them are good. Ashe if you need powerful champ for this money, Sivir if you want powerful but not overused champ, Soraka if you want to be original(but you will depend on your team heavily).

Nunu is good starting champ, but you will want to change it as soon as your opponents learn to avoid his ultimate.

for 1350 there are more than 10 good champions. Take what you like (just try to avoid trynd, evelyn and veigar unless you really like them).

There are alot of GOOD but no best champion for cheap, the best are obviously in the 3150-6300 range.

Anyways GOOD champions in the 450~1350 range are:

Ash (450)
Yi (450)
Soraka (450)
Zilean (1350)
Fiddlesticks (1350)
Annie (1350)
Ryze (1350)
Janna (1350)
Twisted Fate (1350)
Alistar (1350)
Tryndamere (1350)
Poppy (1350)
Amumu (1350)
Sion (1350)

And thats about it for the cheap ones, as you see, alot of them are good and best in their own cathegory.

Id say buy 1 or 2 champs but save IP for runes cuz they'll make a difference once u hit lvl 21. Just play the free champs every week till u find your niche and then go from there. Try to find champs with similar playstyles so u dont need to buy completely different rune pages.

Sivir. A team with a Sivir can outpush the other team, and when you stack Aegis / Stark's, and her Ult, your team just tears teamfights apart.

Ashe is great, but completely overplayed.
