When i exhausted shen, every time he attacked me he hit me through exhaust. Also while he was exhausted every hit through exhaust was a ki strike. ITS REALLY CHEAP!!!!

Exhaust hits him infinite amount of times, except it does no damage. Therefor, Shen gets infinite Ki Strikes. Understand?

Ki Strike is considered magic, so it hits through exhaust.

Yes, on hit magic damage applies through blinds. And Ki Strike's cooldown is reduced by 2 for each time he is hit.
