Fine, but could be freakin up with a CD of 8 seconds (*0.6 = 4.8) with a range of 700, at least it takes like 1-2 seconds untill it is done so you can spamm it like hell.

To hard CC; 3 seconds slow + 2 seconds cage thats too hard, at least the CD is too low, so it lasts 5 seconds but after 12 (*0.6 = 7.2) seconds you can use it again LOL.

As far she is based on Mana; that would be like 800 damage absorb in endgame, too much. Also with the ap ratio lol xd

Frostina channels a blizzard around her dealing damage and lowering their magic resistance the longer the enemy stays in the storm. She can move and cast spells while channeling the storm but cannot attack.

Make Restistance Debuff only stack once, or reduce it. Otherwise it'll be OP in clash. (I just point at ryze's nerf) In case you could increase damage and at least the ap ratio a little bit.
All in all your suggestion is close to Anivia imo. Maybe you can think of sth different for Q-Spell and Ulti. Also work on the balance, it is very imbalanced at the moment.
