Her Flash Frost already slows on touch... she's got the most AoE slows in the game as well (her ult and Flash Frost make her a force to be reckoned with already), the wall adds a "hard" stop to enemies, as it can cut them off so your slows can allow you to catch up... that, or hold back the enemy while your AoEs clean up minions...
Either way, she's a powerful character as is, she doesn't need any more slows...
