If you guys over here at New Player Forums didn't do this. Here's how to get a Free Tristana with a free skin :O!
1) Fan League of Legends at the facebook page.
2) After fanning go to http://www.leagueoflegends.com/facebook
3) Profit
Disclaimer- I don't know if this is still the way to do it, but this is how I did it.

Yes, any time there is a free skin, you get the corresponding champion for that skin unlocked at the same time. So keep you eyes open for promotional skins!

No, it was a limited prmotional offer from AlienwareArena.com and all the keys have been grabbed... just checked, sorry.

On another note, if you did manage to recieve a key, it works for both the US and EU clients.

Since we're all noobs here, I'll mention that Alienware Arena is currently giving out 4-game double-IP boost keys TODAY. I won't give you the link since that's less fun for me, but there are some 5k keys left...
