Is PBE ever going to be given patch notes and be able to test patches before they are implemented on live?

we tested spectater - that was the only thing we needed to test last patch soo no notes given

we tested xerath as well, but riot has said that its unlikely it will happen again

When did we test Xerath? Or was that the night that only a very small handful of people managed to log on - that "first" window before the "long" shutdown?
