What gaming system is being used? D&D 4th edition?

If you are referring to the official RP's, there has not been any system, though there was an attempt to implement one at one point.

I see people posting characters and attributes based on a 10 point system but hadn't found how that is used and a guide to rolling up a RP character. Thought maybe it was from an established White Wolf system.

Ah, I imagine that would be from the Riot War threads. I am not aware of any specific system for that, I presumed it was just a normal rating out of 10 points. I would have to ask the person who started it to be sure, though.
