45%+ Crit chance off rune book??

So I keep seeing people on the forums discuss how they have a 45, or even 60% crit chance just from Rune Book. How is this even done? I have page 3 of my book filled with nothing but Malic, just to test this theory and it tops out at 20%....so am I missing something?

Crit damage runes. Not critical chance.
