The Passive is also on a champion that 90% of the time will be losing mana at an insane pace thanks to the Ult (which you'll probably have on most of the time) combined with the costs of all his other skills. It's entirely to offset what would otherwise be an extremely expensive skillset that would make play frustrating.
You should also judge this entire champion while keeping in mind WHY it was made, and the limits with which it was made. It was part of a contest, which limited what I could put in it in a lot of ways, as I had to match skills to pre-selected names. That takes a LOT more creativity than any other champion concept would.
With the Ult, lets say you have 100 souls. Using W, it would cost 10 souls, so it fires 10 souls out.
As for reworking the skills to add bonuses for souls and a flat base, that can't be balanced without reworking the entire system for the champion (impossible to do really at this point, as I'd prefer to preserve the champion as it was at the end of the contest at least for the most part).
