Let's get right into it.

-Passive- Really cool ability. Well done here.

-Q- This could get out of hand OP if you've been farming up your souls properly...But screw it this is pretty good.

-W- 2 second fear at all levels...Early game is won just like that. I'd make the fear scale through the levels of this ability. (Start it at 1 second then build your way up to 2.)

-E- Pretty good safeguard if you get jumped. But to make it a little more effective I would make the active heal be castable on friendly units. For a little added utility.

-R- Eh...It works but seems kinda lackluster to me...It needs something more then a "Boomf you dealt damage and now it's on cooldown".

All in all, it's pretty good but the ultimate kinda killed my liking for it. I hope I was of some help. ^^

Passive: this is Liandry's Torment for auto attack and you get mana back. Usually to get mana back you have to get an ability. But no you get 5% of their health as mana. Which is quite a bit after awhile. So you've made a laning god.
Q: I see nothing wrong here.
W:Alright... I don't understand this ability. Number of souls used? what does that mean? In combat? Wha...?
E: Alright, how about instead of making it to where it is either a flat amount or souls. How about you add them together (like Syndra's ult). Same with Q.
R. Neat. But I don'y like the idea of someone having to wait for their ult to farm up

The Passive is also on a champion that 90% of the time will be losing mana at an insane pace thanks to the Ult (which you'll probably have on most of the time) combined with the costs of all his other skills. It's entirely to offset what would otherwise be an extremely expensive skillset that would make play frustrating.

You should also judge this entire champion while keeping in mind WHY it was made, and the limits with which it was made. It was part of a contest, which limited what I could put in it in a lot of ways, as I had to match skills to pre-selected names. That takes a LOT more creativity than any other champion concept would.

With the Ult, lets say you have 100 souls. Using W, it would cost 10 souls, so it fires 10 souls out.

As for reworking the skills to add bonuses for souls and a flat base, that can't be balanced without reworking the entire system for the champion (impossible to do really at this point, as I'd prefer to preserve the champion as it was at the end of the contest at least for the most part).

passive: this confused me at first, but its a neat little mechanic. I like it, and its not terribly overpowering really. its just a little extra mana regen.

q: I think you should make this work like Twitch's expunge, where it deals damage based on the number of souls you spent rather than flat damage or based on the number of souls you spent.

w: a 2 second fear that can happen 5 times? doesn't that seem a little.... excessive? I would either 1) have only 1 fear applicable per activation or 2) have a second fear be applicable for half the effect, with the fear ranking up like so: .5/1/1.5/2/2.5 seconds.

e: I think that you should keep the flat amount as the effect or the amount based on souls spent as the effect, not one or the other. and if your going to have a heal, I would up the cooldown by at least 4 seconds. neat ability though, neither effect is really overpowering, but you should pick one effect and toss the other.

r: ah, heres the max soul number Ive been looking for. ok, 150 is fine. this is nice, but this is Thresh already, minus the armor. but it seems this was posted before Thresh, so its fine. this is good, I wouldn't change anything here. ult at lvl 1? otherwise, it seems pretty useless with the other skills.

overall: the champion as a whole is nice and I like it. with the e, you should pick 1 effect to stick with. with w, the fears possible should be reduced immensely. with the q, the soul based effect seems best here. I like this champion as a whole and it really gives me a creepy vibe that makes me want to play him.

Thanks for the review. I made the champion have flat minimums because otherwise the champion would either be OP or UP depending on your soul count entirely. It was absolutely necessary for the functionality of the champion. I tweaked the CD for E based on your recommendation, and will consider further tweaks in the future based on what you've pointed out.

As for the fear, that was intended to only have it apply once. I'll clarify that.
