i can see this as a separate mode by itself. In normal mode and rank this would seriously mess up team fights in the river imo. And i like the strategy in ganking through rivers and bushes in league makes the game progress faster.
Actually now that i think about it this would be a good addition to a only mid game mode if riot ever decides to make one.

Sounds neat, but not practical IMO.
This will put extra emphasis on jungler that can clear the jungle without taking too much damage, for fear of dying in the middle of ganks.
Also, doing dragon would be a big issue then IMO, with this thing roaming around.
