Rylai's scepter doesn't work at all for fiddlesticks?

I got a rylai's and it didn't work for any of fiddlesticks' spells. Was this a one time bug? or has this been commented on before? I was hoping that my drain spell would slow by 40%.

I've only played one game with Fiddlesticks where I bought a Rylai's, but the slow did not work for any of his spells, drain, terrify, crowstorm, or the other bouncey one.
