I just queued up for a game. After champion selection, when the timer ran out, it did not start the game. Instead, it booted me to the page with the 'wait for stats or play another game' button. I clicked it and it threw me to the map select page but when I clicked continue, it gave me an popup window: 'failed to join queue, please try again later'.
Restarting the client allowed me to queue again.
