Why is this years harrowing legacy but last years was limited? Makes no sense... Will we see snowdown 2011 skins this year?

They should come out with the Halloween skins from 2011 i mean if there not going to put them in with the same from all the other skins then why let everyone down on the ones they really want.... Its something a lot of players would enjoy seeing and enjoy playing. yeah i can understand some players may get upset if they come back out with them but they cant honestly say if they didnt have the skin they would still be anger if they came back out. i think a lot of them would be happy just like the rest of us would

Instead of having to make a lot of limited skins for relatively old champs why not make some new or new limited skins for the new champs, I mean after astronautilus riot really didn't make new skins for new champs.
