Depends on who, but not really any of the stealth champs need it. Twitch has the highest base attack speed in the game and two attack speed boosts via skills. Evelyn should go Attack Damage but she isn't that good to begin with, and shaco...well I don't really like it on him. I'd recomend something more akin to an ability power or attack damage build.
