This kind of thing can be done in dota, but not in LoL. You cannot shut down heroes in LoL nearly as hard. Passive gold gain is much higher and no gold is lost on death making owning one lane at the cost of losing two a bad proposition. Dota also allows this more due to creep pulling and denying which let you control lane position much more as well as further damage the enemy champ. LoL just really isn't built for this particular type of variety.
