I would like to know what are your combinaison of runes when you are playing him (Taric) as support only?

for me it's like that :

9x red (0,91 armor)
9x yellow (1.41 armor)
9x blue (1.49 magic resist)
3x quints (1.5% movement speed) : so it help to stun the ennemy cause Taric isnt running super fast ... .

What do you think or which modification should I do ?

Heavily advice you to switch to MR/lvl glyph...it is rare to see taric having problem with early magical damage.

My 2nd option was to replaced red runes by (9x 0,95 magic penetration) and 9x blue (ability power based per level, glyph of force).

I'm not sure which one is more viable
