Why is there a 3.5 second blind, but no 3.5 sec silence summoner spell?

Why is blind not cleansable when the patch notes say it's supposed to be cleansable?

Why is Shaco's deceive shorter than Akali's Twilight Shroud or Ezreal's teleport?

1. Silences are better than blinds, but there should be a short silence summoner spell imo
2. Riot has bad code writers
3. Shaco isn't OP
4. Why is Teemo still a 1 button hero, and called the "swift scout" when he has the slowest movement speed in the game.
